Hello Gregg, I think I can help shed some light on what is going on. Basically, there are two ways to stop surge brakes from actuating when backing up the trailer.
The first and most popular way to do this is to use a surge brake actuator with a reverse lockout. For example, the Dexter DX7.5L A-60 Brake Actuator# DX56FR has an electric lockout. According to Hydrastar any of the GM vehicles made after 2017 do not need the Adapter Module # HBA-CAM for an OEM controller to work with their actuators.
With that being said...every once in a while we'll have someone with compatibility issues with a newer GM vehicle OEM brake controller and a Hydrastar actuator but it's always random. Hey Bradley, unfortunately integrated brake controllers don't always love to consistently work with electric over hydraulic brakes so I would assume that is the issue. If you let me know what actuator you have on the trailer I can see if there's an adapter for it that will help otherwise an aftermarket controller like the P2 part # 90885 that has a hydraulic mode would be a great option.

Hey Bob, when just the power and ground is connected on a brake actuator like the Dexter DX part # K71-651 you won't hear the unit prime itself. It would do this once a connection to trailer brakes is made which would be the blue wire that runs to the trailer brakes.

Are you getting any errors related to the brakes? It looks like the 2019 Silverado 3500 detects the trailer through the running light circuit so it may not be brake related. I would start by double checking the vehicle and trailer connectors for damage or corrosions. I would also check all of your ground connections and make sure there is no damaged wiring on the trailer.
